Yes, definitely a step in the right direction. However, I believe that serious criminals should serve the whole term of their sentence.
What is the point of laying down a punishment that the criminals know is just for show, knowing full well they will not serve the full time.
Sentences should act as a deterrent. And this is definitely a step in the right direction.
